I heard and I only suggest that the police's name is Officer John or Mr.John,but it's impossible,because my classmate said that his name is half-english.

Update:

Play as the policeman from Paul's ending:

He is ONLY in PAL version.
Go on to the menu and when the opening movie finished,enter this code: policechar. Then go to the select screen,highlight Paul and press START or Triangle and ta-daa: the policeman is there.
He has got same moves as Paul Phoenix,but in little bit other style and his sound voices are similar to Paul,but maybe deeper or higher. And Paul's punch looks like a fire a little bit,the policeman's punch is blue in opposite with Paul.
